Our Commitment to Students


The Tulare County Office of Education operates over 225 programs designed to enhance the educational experience of its students. Some of the many programs offered include:

CHARACTER COUNTS!
CHARACTER COUNTS! is an ethics training program based on the Six Pillars of Character: Citizenship, Trustworthiness, Fairness, Respect, Responsibility, and Caring. The Tulare County Office of Education takes great pride in the leadership it has provided to make Tulare County a CHARACTER COUNTS! community.

Child Care Educational Program
The Child Care Educational Program serves children from families throughout the county by operating 45 child development centers and a home-based program. Child Care also coordinates contract services with independent child care providers. The comprehensive program includes child development, an extensive health program, and parent involvement and education.

CHOICES
CHOICES comprises programs within the Instructional Services Division which focus on assisting students to make positive, proactive choices about the way they are going to live and work. CHOICES includes School-to-Career, Friday Night Live and the various prevention education programs related to alcohol, tobacco, drugs, gangs and violence.

Court and Community Schools
Students who are incarcerated in probation facilities or, who are on probation and have been expelled from their local district are served in the Court and Community schools. Community School classrooms are located at eight different sites throughout Tulare County. Sites for incarcerated youth include both Juvenile Hall and the Tulare County Probation Youth Facility. Students are provided a full instructional day of courses and are able to receive credits toward high school graduation.

Migrant Education
The Migrant Education Program provides supplemental and support services to children in Tulare and Kings Counties whose educational programs are disrupted by their families' frequent moves to seek work. Many speak only Spanish, live in inadequate housing and lack health services. The Migrant Program includes instruction, parent involvement, community and health services, and summer enrichment programs.

School Health
The Tulare County Office of Education provides nurses to school districts with fewer than 900 students. Their primary role is to perform mandated screenings for vision, hearing and scoliosis. They then do follow-ups and referrals for those children who need treatment.

School-to-Career
The School-to-Career Program works in conjunction with the Tulare County Private Industry Council to integrate vocational and academic education in schools, provide students internships with local businesses and create public awareness for school-to-work activities.

SCICON
The Clemmie Gill School of Science and Conservation (SCICON) is located on 1,100 acres above Springville. Last year the school was visited by over 13,000 fifth- and sixth-grade students for a one-day or week-long experience in outdoor education, natural science and conservation. SCICON is a product of over 40 years of school and community involvement. Community support has enabled this state-of-the-art environmental education school to become a model for similar programs throughout the country. SCICON is host to its own natural history museum, raptor center, planetarium and observatory, and nursery.

Services for Education and Employment (SEE)
The SEE Program provides employment and training activities, remedial education and supportive services to public assistance applicants and recipients. The program teaches job skills, builds confidence and helps its clients secure jobs. SEE also provides a Summer Youth Employment Training Program, which provides work experience and job skill training to low-income and at-risk youth.

Service to Students with Special Needs
Whether students have mild learning disabilities or are severely handicapped, Special Education Services provides educational support in the most appropriate and least restrictive environment possible. Services range from students receiving help for difficulties in learning to read to students with severe handicapping conditions who may need a full continuum of care in a special day class placement. The Special Services Division also houses the SELPA Administrative Unit that serves 46 districts.

Theatre Company
The Theatre Company was created in 1998 to teach students solid fundamental theatre skills, instill professional discipline and work ethics, establish career connections and provide young people a safe and challenging place to create and express themselves. The Theatre Company offers a constant stream of workshop and performance opportunities for students throughout Tulare County, including several large summer productions.
