History of
Services for Education and Employment Division


The SEE Division was started in the mid-1960s as a Neighborhood Youth Program (NYP), funded by the U. S. Department of Labor (DOL) "War on Poverty Program," under former President Lyndon B. Johnson. The SEE NYP provided career guidance, pre-employment skills training and employment to young adults (ages 14-21), both during the regular school year and during the summer school vacation. After the NYP ended, SEE youth employment services continued with funding from the DOL Comprehensive Employment and Training Act (CETA), then the Job Training Partnership Act (JTPA), and presently the Workforce Investment Act (WIA).

In the early 1980s, SEE started a number of Teen Age Parenting Programs (TAPP), an alternative high school program for teen mothers who had dropped out of school. SEE started TAPPs in Visalia, Dinuba, Orosi/Cutler, Porterville, Lindsay, Farmersville, Earlimart and Woodlake. Most of these programs were transferred to the local school districts once they had been established. SEE continues to operate the Visalia and Woodlake TAPPs. In 1986, SEE was recognized as the "Outstanding Program for Serving Those with Multiple Barriers to Employment" and received the JTPA Presidential Award from President Ronald Reagan.
